The transfer of FDI competence to the EU with the Treaty of Lisbon opened the way for a more coherent EU international investment policy. Nevertheless, questions and challenges that need to be successfully addressed in order to achieve the dynamic EU investment policy desired by the EU treaty-makers are still unresolved.
