This book is about Europe's apparent inability to cope with the complex international environment. Why does the Union fail to create a workable (sound) Common Foreign and Security Policy? JAN ZIELONKA is Associate Professor at Leiden University since 1983, Fellow of the Netherlands Institute for Advanced Studies in the Humanities and Social Sciences (NIAS, Wassenaar) in 1983-84 and 1989-90, Research Associate at the International Institute for strategic Studies, London (1990-91), Senior Associate Member at St. Antony's College, Oxford (1994), and Visiting Scholar at the Centre for International Studies at Oxford University (1994-95). He has published books and articles on political ideas in Poland, on human rights and security in Europe, on the problems of transition in Central and Eastern Europe, and on East-West trade and technology transfers.
