This book explores Norwegian police leadership and presents it as a comprehensive model for police leadership in liberal democracies. It responds to the recent calls to develop culture and strengthen leadership capacity, individually and collectively, in the Norwegian police in the context of two police reforms and terrorist attacks that have become a turning point in the Norwegian public and for the police.

 

The model presented in this volume summarizes the competence that the legal and enforcement systems must be able to build in both the organization and individuals. It explores how police are led, how leaders should act, and how organizations ensure that ideals are linked to practice. Based on a wide range of research, this book is ideal for law enforcement leaders and policymakers looking for a roadmap for implementing, assessing, and building a successful leadership and management strategy.

Biografische Anmerkung

Rune Glomseth was educated at the Norwegian Police Academy and has a broad background in the police. He served for many years as Associate Professor in organization and management at the Norwegian Police University College in Oslo, where he is now Associate Professor Emeritus. His research focuses on leadership and management, organizational culture, and change in police organizations. For over two decades, he has been professionally responsible for developing, implementing, and evaluating leadership education at all levels in the police. He has played a key role in leadership development across districts and specialized units, and has published extensively on police leadership. In 2023, 2024, and 2025, he developed and delivered a leadership program for police leaders in North Macedonia and Montenegro for the Centre for Integrity in the Defence Sector (CIDS).

Tor Håvard Bentzen is Police Chief in Lofoten and Vesterålen in the Nordland police district with extensive experience from the police. He is a police officer, has completed Junior officer school, Naval war academy and The Norwegian Defence Command and Staff College. In addition, he has a master's degree in preparedness and crisis management from Nord University.
